Construction of 18.82 km Ulgii bypass road

  1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) towards the cost of Western Regional Road Corridor Investment Program, Tranche 2. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

 

  1. The Ministry of Road and Transport Development (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the Construction of 18.82 km Ulgii bypass road and bridge, which comprises the following lots (“the Works”):

  1. Bidders may bid for one, more than one, or all lots, as further defined in the bidding document.

 

  1. The bidding will be conducted in accordance with ADB’s national competitive bidding method.

 

  1. Only eligible Bidders with the following key qualifications should participate in this bidding:

CW1

1.      Completion of one contract for construction of an asphalt paved road having length at least 7 km in a location having severe cold winters and short summer working season similar to Mongolia

2.      Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds MNT 4.0 billion. Similar projects are defined as civil works for highways and bridges.

3.      Completion of at least one (1) contract with value of the contract share of at least US$3 million that has been successfully completed outside the home country. (This criterion does not apply to Mongolian partners)

MNT 2.5 billion

2.8.2.1 Construction of paved road;

CW2

1.    Completion of one contract for construction of a concrete bridge having length at least 100 m

2.       Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds MNT 6.4 billion. Similar projects are defined as civil works for highways and bridges.

3.       Completion of at least one (1) contract with value of the contract share of at least US$3 million that has been successfully completed outside the home country. (This criterion does not apply to Mongolian partners)

MNT 3 billion

2.8.2.1 Construction of paved road;

2.8.2.3 Construction of all kinds of bridges, tunnel and flood protection dam

CW3

1.      Completion of one contract for construction of an asphalt paved road having length at least 7 km in a location having severe cold winters and short summer working season similar to Mongolia

2.      Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds MNT 8.4 billion. Similar projects are defined as civil works for highways and bridges.

3.      Completion of at least one (1) contract with value of the contract share of at least US$3 million that has been successfully completed outside the home country. (This criterion does not apply to Mongolian partners)

  1. To purchase the bidding documents in Mongolian, eligible Bidders should:

-       write to address above requesting the bidding documents for Construction of Ulgii bypass road and bridge

-       pay a non-refundable fee of 250 000 MNT (two hundred fifty thousand tugrig) for each lot in cash.

 

  1. Deliver your bid to the address above on or before the deadline for submission of bids together with a Bid Security as described in the Bidding Document. Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
