The European Bank for Reconstruction and Development (EBRD) is
considering providing finance to the Government of Mongolia, though the
Ministry of Road and Transport Development (MRTD), for the widening of
the Ulaanbaatar to Darkhan Road. The road currently exists as
approximately 202 km, 2-lane road of improved surface which runs from
the capital city, Ulaanbaatar, to the second largest city in Mongolia,
Darkhan.
The widening project forms Phase II of road reconstruction works and
covers the expansion of the road to a 4-lane road (referred to as "the
Phase II Project or the Project"). Phase I works comprise the
reconstruction of the existing 2-lane road and are being funded by an
Asian Development Bank (ADB) loan (referred to as the "Phase I
project").
The Phase II Project is classed by the EBRD as a Category A project.
Therefore a comprehensive Environmental and Social Assessment (ESA) of
the Project has been undertaken, including a gap analysis of the local
Detailed Environmental Impact Assessment (DEIA) and the provision of
supplementary documents where necessary to meet the EBRD's 2014
Environmental and Social Policy (ESP) and Performance Requirements
(PRs). The following key documents are disclosed on the MRTD's site
