Project Description: “Special-Purpose Road Construction Project from Khushigiin Valley-Choir City of Govisumber Province”
The Ministry of Road and Transport of Mongolia hereby invites Mongolian legal entities, foreign legal entities, and their consortium to participate in a competitive bidding to implement the “Special-Purpose Road Construction Project from Khushigiin Valley-Choir City of Govisumber Province” project by financing, constructing, and operating the road from their own fund.
Within the framework of this project, the legal entity or consortium that is awarded and signs the contract to construct and operate the road using its own or sourced funds, recover its investment from operational revenues during the contract period. Upon expiration of the contract, the road will be transferred to state ownership under the conditions stipulated in the contract agreement.
The selection process will be conducted in two stages, which are preliminary selection and competitive bidding.
Preliminary selection documents will be issued based on an official written request submitted by the interested legal entity or consortium, along with the proof of payment of non-refundable fee of 500,000.00 MNT (five hundred thousand tugriks) to the following account:

Legal entities or consortium interested in participating shall submit their sealed proposals in accordance with the preliminary selection documents no later than 15:00 on July 27, 2026.
Applicants who have submitted their proposals may withdraw or resubmit them before final submission deadline.
