Assignment Title: Supervision Consulting Services for Road Works under the Mongolia Transport Connectivity and Logistics Improvement Project

The Government of Mongolia has received financing from the World Bank toward the cost of the Mongolia Transport Connectivity and Logistics Improvement Project (P174806), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the following 9 (nine) selected road and bridge rehabilitation, construction, and maintenance works under the Project activities.
The primary objective of the SC is to ensure that the construction, rehabilitation, and maintenance of project roads are completed in accordance with the Employer’s requirements and contractual agreements. This includes ensuring that the contractor adheres to the approved design criteria and standards for engineering design, to the approved designs during construction, construction timelines, FIDIC terms, relevant World Bank (Bank) policies, as well as with the relevant local legislation on constructions, while managing risks effectively. The Consultant (the “Engineer” in the Civil Work Contract) will ensure that construction and maintenance activities are carried out in full compliance with environmental and social safeguard requirements set forth by the Bank’s Environmental and Social Standards and Guidelines and by the Government of Mongolia.

The Ministry of Road and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in October 2017, December 2019, April 2021 and July 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
