Minister Khaltar Luvsan worked at the Civil Aviation Authority and its offices to give his instructions and directives to management. His instructions included to finish the construction of first section of Ulaanbaatar region air traffic control center building by March 31, 2022, to develop local airports under PPP schemes in line with the “New Revival Policy” proposed by the Government of Mongolia, to include 4C-class international airports (Dornod, Khovd and Ulaangom airports) in 4C category to meet the ICAO requirements for overflight routes over the territory of Mongolia and to prepare and submit its policy proposals on the development of domestic flights, enhancing local airports, encouraging partnership among air operators, as well as focusing on activities aimed at supporting tourism sector. He asked the CAA to prepare and submit a detailed plan of action on the implementation of these tasks.

He also informed that in December last year, the Parliament passed a major decision on the civil aviation sector which amended the Law on Value Added Tax and the Law on Customs Tariffs and Duties. The law which provides the tax exemption on the import of aircrafts, its parts and components, was officially handed over to the management and professional associations of the Civil Aviation Authority.

The minister emphasized that the people should benefit from the tax exemption, which he believes will reduce the price of air tickets after a certain period of time.
The discussions continued as the aviation representatives expressed their thought and ideas for further developing the air transport sector, elaborated on the support and attention needed from the government and the ministry especially during this pandemic, to energize and revitalize the air sector to overcome the challenges and difficulties.
After the visit to CAA, the minister visited the New Ulaanbaatar International Airport.
