The Government of Mongolia have approached the European Bank for Reconstruction and Development (“EBRD”) for financing of expansion of the existing 202.5 km road from the city of Ulaanbaatar to the city of Darkhan (“the Project”.) The project objective is to increase road capacity to be able to accommodate demand for both domestic and international journeys and improve road safety and climate resilience. The Executing agency is the Ministry of Road and Transport Development (the “MRTD”). Under the project, the MRTD is seeking to recruit a qualified Social Specialist for the Project who will be engaged on an intermittent basis.

Objective of the assignment. The specialist will be responsible for implementation of measures required under the National Environmental Impact Assessment (DEIA), international Environmental and Social Impacts Assessment (ESIA), Stakeholder Engagement Plan (SEP), Environmental and Social Management and Monitoring Plan (ESMMP), the Environmental and Social Action Plan (ESAP), Land Acquisition and Livelihood Restoration Framework and relevant action plans (LARF/LRP/RAP). He/She will be identifying environment- and social-related implementation issues and will take necessary corrective and preventative actions. He/She will be acquainted with Mongolian regulations and procedures and EBRD Environmental and Social Policy (ESP) and relevant requirements on environmental and social impacts assessment and management, stakeholder engagement, and managing effectively local communities. The specialist will be accountable for Environmental and Social contractual matters on behalf of the MRTD, to ensure that all parties involved are adhere to the highest quality standards during construction works implementation.

Tasks and responsibilities will include, but not limited to:

• Review of the ESIA disclosure package prepared for the Project and relevant documentation developed to date as part of ESAP documentation by an independent consultant
• Assist the Project Coordinator in leading the discussions with the FIDIC engineer and contractors on the compliance with the Environmental and Social contractual matters.
• Develop a detailed ESAP implementation plan specifying the responsible persons where applicable, splitting each ESAP action in to steps/tasks bound to a timeline and agree reporting format with the FIDIC Engineer (the company to be contracted to conduct supervision of the construction site in accordance with FIDIC terms);
• Undertake regular site visits and monitoring of the Contractor’s activities for their compliance with the requirements with the Environmental, Health and Safety and Social Law, EBRD’s ESP and ESAP and provide regular reporting in line with the format agreed with EBRD;
• Raise Contractor’s awareness on the requirements of the relevant EBRD’s policies and requirements;
• Provide Contractor’s representatives with the samples of the documentation, procedures, manuals, handbooks and other materials requirement for the completion of the task;
• Review Contractor’s documents and procedures to ensure their compliance with the EBRD’s requirements;
• Provide further clarification of the individual aspects/tasks, as required;
• Undertake periodic site visits, audits and other monitoring of the construction activities and contractor’s EHS performance with the preparation of the relevant reports, as required by ESAP;
• Develop a system supporting accurate reporting, when necessary, with regards to any identified gender equality issues or social issues to ensure non-discrimination and equal opportunity;
• Establish a grievance redress mechanism (GRM) in accordance with GRM procedures, coordination consultation with local stakeholders as required and receiving and addressing grievances and complaints from stakeholders and residents; ensure that all complaints are promptly reported to the MRTD and EBRD;
• Make sure that the all-environmental safeguard obligations, mitigation measures as outlined in the ESAP, RAP/LRP and SEP will be implemented in accordance with the EBRD safeguard policy statement and national requirements;
• To be in charge of and establish mutual understanding between the contractor and local stakeholders within the subject of work schedule with no obstacles, measures to be taken to reduce dusts and traffic obstacles;
• Develop a system supporting accurate reporting of E&S performance and in their annual reporting to the EBRD. Prepare the annual Environment and Social progress report, assessing and documenting progress and results of environmental monitoring and compliance of ESAP, RAP/LRP and SEP implementation, identifying non-compliances and corrective actions;
• Submit the ESAP, RAP/LRP and SEP quarterly progress report to all concerned parties which should include project implementation, monitoring result, challenges and measures to be proposed or taken and action plan until the next monitoring;
• Act as a liaison person between MRTD and EBRD and conduct regular progress meetings/calls to provide updates on the status of the project and flag any implementation issues.

Qualifications and Experience:

• University degree in environmental, social or related field;
• A minimum of 10 years of relevant work experience;
• Deep knowledge of the national and international Environmental, Health and Safety and Social requirements and good international practices; knowledge of the IFI’s Environmental and Social requirements is a plus.
• Work experience in a relevant environmental safeguard and/or public participation and consultation position in a public administration institution, a nongovernment organization or development partners’ safeguards policy is preferred;
• Ability to work independently;
• High standards of professional and work ethics;
• Good team player; and
• Proficient in English language.
