The Government of Mongolia have approached the European Bank for Reconstruction and Development (“EBRD”) for financing of expansion of the existing 202.5 km road from the city of Ulaanbaatar to the city of Darkhan (“the Project”.) The project objective is to increase road capacity to be able to accommodate demand for both domestic and international journeys and improve road safety and climate resilience. The Executing agency is the Ministry of Road and Transport Development (the “MRTD”). Under the project, the MRTD is seeking to recruit a qualified Social Specialist for the Project who will be engaged on an intermittent basis.
Objective of the assignment. The specialist will be responsible for implementation of measures required under the National Environmental Impact Assessment (DEIA), international Environmental and Social Impacts Assessment (ESIA), Stakeholder Engagement Plan (SEP), Environmental and Social Management and Monitoring Plan (ESMMP), the Environmental and Social Action Plan (ESAP), Land Acquisition and Livelihood Restoration Framework and relevant action plans (LARF/LRP/RAP). He/She will be identifying environment- and social-related implementation issues and will take necessary corrective and preventative actions. He/She will be acquainted with Mongolian regulations and procedures and EBRD Environmental and Social Policy (ESP) and relevant requirements on environmental and social impacts assessment and management, stakeholder engagement, and managing effectively local communities. The specialist will be accountable for Environmental and Social contractual matters on behalf of the MRTD, to ensure that all parties involved are adhere to the highest quality standards during construction works implementation.
